California trailed only New York and New Jersey on the list of states with the most driver’s licenses exchanged for ones with Florida addresses, according to Florida Department of Highway Safety and Motor Vehicles data cited by the Palm Beach Post. In 2021, California had 27,081 driver’s license exchanges. That represents a 43% increase over the five-year average and a 55% surge from 2020.
“The pandemic awakened this movement of people who weren’t coming before,” one Realtor told the Post.

While Florida has no state income tax, California’s income tax ranges from 1% to 12.3%, with a sales tax rate between 7.25% and 10.75%. California’s destructive earthquakes and wildfires arrive with no prior notice, and a state population of 39.4 million people leads to massive congestion on its freeways.
